Do Replacement Windows Need a Permit in Las Vegas?
Whether a window replacement project needs a permit depends on the property’s jurisdiction and the proposed work. A Las Vegas mailing address does not by itself identify the responsible building department. The first step is to confirm the authority for the actual property, then describe the replacement accurately.
Do not rely on a blanket statement that every like-for-like replacement is exempt. The official department needs enough information to evaluate your scope. Changes to opening size, operation or surrounding construction can raise different questions from a replacement that retains the existing arrangement.

The short version
Whether window replacement needs a permit in Las Vegas depends on which jurisdiction governs the property and what changes. Same-size replacement is not automatically exempt, so ask the building department for your address and keep its answer.

Start with the property, not the mailing label
Gather the street address and any available parcel information. Ask which jurisdiction administers building permits for that location. The City of Las Vegas, unincorporated Clark County (which includes areas such as Spring Valley, Enterprise, Paradise and Summerlin South), the City of Henderson, the City of North Las Vegas and Boulder City each run a separate building department. A familiar neighborhood name is not a substitute for verification.
Use an official department website or contact channel. Search results sometimes lead to similarly named jurisdictions outside Nevada, so confirm the government name and state before relying on a page. Keep the official link and the date of the information with your project records.
If you receive conflicting advice about the jurisdiction, resolve that issue before discussing an exemption or submitting an application. A correct answer from the wrong department does not settle the requirement for your property.
Describe what will physically change
“Replacing windows” can mean several different scopes. Prepare a brief description of what remains and what changes: number of openings, present and proposed dimensions, operating type, existing frame removal or retention, exterior appearance and any work to surrounding walls.
Include whether the project affects an opening used for emergency escape or another safety-related function. You do not need to select a code section yourself. You do need to flag relevant use and proposed changes so the authority and qualified project team can evaluate them.
Mention known wall damage or planned structural alteration. A window product quote and a construction scope are related, but they are not the same document. Separate no permit, no plans and no structural change
These phrases answer different questions. No permit required would be a determination that the particular work is exempt from that permit process. No plans required can describe a permit application that does not need plan review. No structural change describes a proposed construction condition; it does not by itself settle every approval or safety question.
The City of Las Vegas publishes an Online Permits List for permits that use its no-plan route. The list is expressly about permits, not blanket exemptions. Finding a simplified application process is therefore not evidence that work can proceed without a permit.
This distinction matters when comparing contractor answers. If one says no drawings are needed and another says a permit is required, their answers may not conflict. Reconcile the actual scope and meaning before choosing which statement to rely on.

A useful inquiry might explain that you plan to replace a stated group of windows, provide the existing and proposed arrangements, and ask whether a permit or other review is required. Attach clear photos and product information if requested. Avoid sending a vague question that leaves the reviewer to assume the scope.
Ask which documents are needed if a permit applies. The answer may depend on the work and property, so do not order unnecessary drawings based on a generic online checklist. Conversely, do not assume a product brochure supplies every piece of information required for an alteration.
Keep the response and the scope on which it was based. If the design changes later, revisit the determination. Advice about keeping an opening unchanged should not silently carry over to a revised plan that changes dimensions or wall construction.
Prepare an inquiry that can produce a useful answer
Use a concise scope statement with unknown items visible: “We propose replacing the listed windows at this address. The proposed opening dimensions and operating styles are shown in the attached schedule. The installation would retain/remove the existing frames as indicated. Surrounding wall repairs and any change to required escape function are described separately. Please identify the applicable permit route and required supporting information.”
Replace each choice with your actual proposal. If the installer has not decided between retrofit and full-frame replacement, state that uncertainty rather than sending a false like-for-like description. The answer can only be as specific as the information supplied.
A useful record contains the address, dated scope version, responding office, determination and conditions. If a later revision changes size, operation or wall work, compare it with that record and resolve the affected requirement. You do not need to restart every unrelated decision; you do need to avoid applying an old answer to a different alteration.
Define who will handle each responsibility
Before signing a construction agreement, identify who will confirm permit requirements, prepare required materials, submit the application and coordinate any inspections. Ask whether associated fees and documentation work are included in the proposal or separately priced.
If a designer, engineer or another trade is required, establish who engages that professional and how the resulting information reaches the installer. The homeowner should not have to discover an unassigned responsibility after products are ordered.
Do not treat “we handle permits” as a complete description. Ask what that commitment includes and what information or decisions are still needed from you. Keep HOA review separate
An association’s design approval and a government permit serve different processes. If your property is governed by an HOA, obtain its current requirements for exterior alterations and determine whether your window selection needs review. Likewise, an HOA approval letter does not determine building permit requirements. Keep both sets of documents in the project file and compare the approved appearance with the final product order. A revised frame color or grid pattern may need a separate association follow-up even when the construction scope is unchanged.
For condominium or other shared-property settings, identify who has authority over the window and exterior wall. Ownership and maintenance responsibilities should be clarified before treating an individual unit’s proposed work as solely a homeowner decision.

If you cannot confirm the jurisdiction, settle that first by contacting the city or county directly. Leave any row you cannot complete marked as open. A blank row means the question is unanswered; it never means no permit is needed. Keep the official response attached to the scope described in the inquiry.
If the opening becomes wider, the operation changes or other work is added, compare the revision with the assumptions in the earlier answer. Seek an updated determination when needed. HOA design review stays a separate record; a response from one decision-maker does not replace the other.

Recheck before ordering and before work starts
The practical sequence is to identify jurisdiction, define scope, obtain the needed determination, assign responsibilities and complete required approvals before the relevant work proceeds. Product ordering should account for unresolved approvals and the consequences of a later design change.
Ask what documentation should be available at the property and what events require inspection. Do not assume a generic inspection sequence or timeline. Follow the applicable authority’s direction and coordinate it with the actual construction plan.

Is a Las Vegas postal address enough to know which permit office to call?
No. Confirm the government jurisdiction for the actual property using official channels and, where useful, parcel information. Postal place names and community names do not always match permitting boundaries.
What if the opening dimensions will stay the same?
Tell the authority that, along with the operating type, frame-removal approach and any surrounding work. Keeping dimensions unchanged is useful scope information, but it does not establish an exemption on its own. Ask for a determination based on the complete proposed project.
Can I use a neighbor’s permit answer for my house?
Use it only as a prompt for questions. Their property, scope, approval date or construction conditions may differ. Obtain current guidance for your address and keep the description that accompanied it.
